House Bill 6815, otherwise known as the Accelerated Recovery and Investments Stimulus for the Economy or ARISE, seeks to protect and assist over 15.7 million workers, create 3 million short-term jobs and 1.5 million infrastructure jobs, and extend help up to 5.57 million micro, small and medium enterprises. It was approved during its final reading last 4 June 2020 in the House of Representatives. This bill aims to alleviate the economy and mitigate the effects of the pandemic on the heavily hit sectors.

Representative Sharon S. Garin is the Chairperson of the House Committee on Economic Affairs and Vice-Chair of the House Committees on Ways and Means; Banks and Financial Intermediaries; and Globalization and WTO.
Representative Garin hails from the Province of Iloilo and has been a member of the House of Representatives for 10 years since 2010. A CPA-Lawyer by profession, Representative Garin spearheaded the drafting of Republic Act 10863, otherwise known as the Customs Modernization and Tariff Act (CMTA) and has been active in the oversight functions of the Committee on Ways and Means, most especially over the Bureau of Customs.
She consequently is a principal author of the First Package of the Tax Reform for Acceleration and Inclusion (TRAIN) Act and has sponsored several priority House measures in the 18th Congress, including CITIRA, PIFITA, mining tax, excise tax on tobacco and alcohol, as well as the proposed amendments to the Retail Trade Liberalization, Foreign Investments Act and Public Service Act. As an advocate of food security, she pursued the passage of the Coco Levy Trust Fund Bill, Free Irrigation Service Act, Food Safety Act, Rural Farm Schools Act and Farm Tourism Act, to name a few.
She holds an Accounting degree from the University of the Philippines and a Juris Doctor law degree from the Ateneo de Manila University Law School. She finished her degree in International MBA or Masters in Business Administration from Escuela Superior de Administración y Dirección de Empresas (ESADE) in Barcelona, Spain.
In the 17th Congress, Representative Garin became the first party-list representative in history to ever be elected as Deputy Speaker in the Philippine House of Representatives and the first ever female Deputy Speaker from the Province of Iloilo.
She is currently a co-chairman of the Economic Stimulus Committee, together with Representatives Joey Salceda and Stella Quimbo.
