Small and medium businesses in the Philippines account for approximately 99 percent of commercial establishments in the country but, likewise, are the most vulnerable segment to the challenges posed by COVID-19. Business owners struggle to remain afloat as lockdowns prevent their customers from buying their goods and services. Now with the government considering easing restrictions, it is also drawing up lending programs, such as credit restructuring and microfinancing, for these affected entrepreneurs and in a bid to jumpstart the backbone of the economy.

Mr. Emmanuel G. Herbosa

Professional banker, Mr. Emmanuel G. Herbosa takes the helm of the Development Bank of the Philippines as its latest president and chief executive officer.

Honed by over four decades of solid banking experience, Mr. Herbosa juggled leadership roles in corporate banking, consumer banking, branch banking, and overseas banking in reputable financial institutions such as the Bank of the Philippine Islands and Bank of Commerce, where he served as senior vice president, and executive vice president, respectively. He also assumed as chief operating officer of Ayala Insurance, a bancassurance subsidiary of the Ayala Group.

Prior to his designation as DBP head, Mr. Herbosa was president and chief executive officer of Philippine Guarantee Corporation (PGC).







Noel Clarence M. Ducusin
Chief of the Program Development Division
Agricultural Credit Policy Council

Noel Clarence M. Ducusin has been working with the Agricultural Credit Policy Council (ACPC) since 1991 and has gained extensive experience in developing and implementing wholesale and retail financing programs for the agriculture and fisheries sector. Being Chief of the Program Development Division (PDD) that is responsible in the design and implementation of the financing programs of the agency, his work includes inter-agency collaboration, both with the government and private sectors.

He has had several consulting engagements in the review and evaluation of the credit components of various foreign-assisted integrated projects under the Department of Agriculture and Department of Agrarian Reform.
