According to ECCP Vice President Henry Schumacher, the country needs the involvement of international contractors to bring latest technologies into the country and there is a strong willingness by foreign businessmen to invest, but the Philippine Contractor Association Board (PCAB) is unwilling to accept the accreditation of fully owned companies. According to ECCP, "this is a big stomping block to the development of the country’s construction industry".
